What is the Turkish student residence permit and who needs it?

According to the Study in Türkiye FAQ, a foreigner who stays in Turkey longer than their visa or visa exemption, or longer than 90 days, needs a residence permit. For associate, bachelor's, master's and PhD students this is the "student residence permit" (Öğrenci İkamet İzni), and the application is filed online on the official e-ikamet system.

According to the e-ikamet extension document list, people enrolled only in a Turkish language course, open education (Açıköğretim) or special, guest or research programmes do not qualify for a student permit and are directed to another permit type. On the other hand, according to the Istanbul Provincial Migration Directorate FAQ, a student whom the university has registered and referred to TÖMER for language study can receive a student permit until the next academic term starts.

When is the application filed after arriving in Turkey?

  • According to the Study in Türkiye visa and residence page, the application is filed after arriving in Turkey and completing university registration.
  • By law, the application is filed before the visa or visa-exemption period ends (Study in Türkiye).
  • If the visa or permit expires before the appointment date, according to the Istanbul Migration Directorate the applicant may stay in Turkey with the application form until the appointment.
  • According to the official e-ikamet text, students who apply within three months of the start of the academic year may be covered by General Health Insurance (GSS); Study in Türkiye states this window as three months after university registration.

What are the steps on e-ikamet?

  1. File a student residence permit application on e-ikamet and complete the form with full and correct contact details.
  2. Receive the application form and appointment date. Appointments on e-ikamet are free, and the Migration Management authority says people or companies asking for money for them are not to be trusted.
  3. Pay the card fee through the system's "ÖDEME YAP" section, at a tax office or at a contracted bank.
  4. Submit the documents on the appointment day to the Provincial Migration Directorate (İl Göç İdaresi) or through the university's international student office (Study in Türkiye).
  5. Review: according to Study in Türkiye, applications are finalised within 90 days at most, and the applicant is informed if this period is extended.
  6. Receive the foreign identification (YU) number and the residence card. According to Study in Türkiye, a valid card can also be used to enter and leave Turkey.

Which documents are required for a Turkish student permit?

According to the official student permit document list and the Study in Türkiye FAQ:

  • The first page of the application form, signed by the student or their legal representative
  • A copy of the passport identity page; the original passport is brought on submission day. By law the passport is required to be valid for at least 60 days longer than the requested permit period.
  • The fee payment receipt
  • Proof of accommodation: a signed and stamped dormitory letter, a notarised lease, proof of a hotel stay with receipt, or a host's notarised undertaking
  • Health insurance covering the whole requested permit period; private or general insurance is checked through the system, so no separate document is needed
  • A student certificate (Öğrenci Belgesi) showing active student status, e-signed or signed and stamped by the university (extension document list)
  • Biometric photos; the extension document list specifies four photos with a white background taken within the last six months
  • A declaration of financial means on the application form itself
  • For applicants under 18: additional documents such as a birth certificate or parental consent; foreign documents with an apostille and certified Turkish translation

How much does the Turkish student residence permit cost?

Students are exempt from the "residence fee" (ikamet harcı) and pay only the card fee (Study in Türkiye). Under the Ministry of Treasury and Finance Valuable Papers Communiqué No. 97, the residence permit (İkamet İzni) card fee for 2026 is 964 TRY, in force from 1 January 2026. The figure is set every year by a new communiqué, so the new figure applies to applications in 2027. Health insurance costs are separate.

How long is the student permit valid and how is it renewed?

  • According to Study in Türkiye, the student permit is issued according to the length of the study programme. If a student does not graduate on time, the permit is extended year by year, as long as the maximum study period is not exceeded.
  • Renewal is filed on e-ikamet before the permit expires; according to the Istanbul Migration Directorate, a renewal can be requested from 60 days before expiry. Renewal documents are sent within 5 business days by PTT registered mail or courier.
  • For renewals and transfers, address registration is mandatory and, according to e-ikamet, is completed within 20 business days after the permit is approved.
  • A change of faculty or department, or a move to another university in the same province, is reported to the student affairs or international office within 20 days; for a move to another province, an application is filed on e-ikamet within 10 days.

In the official sources reviewed, no separate age rule (for example for students over 25) was found for the student permit.

What delays an application?

  • Missing documents: according to the Istanbul Migration Directorate, if a requested document does not arrive by the given deadline, the file is closed.
  • Insufficient insurance: insurance that does not cover the whole permit period; according to Study in Türkiye, an application without valid insurance may be cancelled.
  • Short passport validity: less than 60 days beyond the requested period.
  • Incomplete or incorrect contact details on the form.
  • Late filing: after the visa or visa exemption has ended.
  • Missed deadlines: not registering the address within 20 business days, or not reporting a change of programme or university.

How does the Northern Cyprus student residence permit work?

According to the Northern Cyprus Immigration Department (Muhaceret Dairesi), a foreigner studying at a higher education institution in the country is obliged to obtain a student residence permit, and university students apply online on the department's official website. The process, according to university pages:

  • Entry: according to Cyprus International University (CIU), the student receives a 90-day student entry visa at the border on presenting the acceptance letter.
  • Registration: according to Eastern Mediterranean University (EMU), university registration is completed within two months of entry.
  • Account: in the online student permit system, using the same details given to the university; according to Near East University (NEU), the username and password are sent to a Northern Cyprus phone number. According to EMU, a visa period of 6 months to 1 year is chosen at this stage.
  • Health: according to EMU, a blood sample is given within one week at the laboratory named by the system; otherwise the completed steps are repeated from scratch. EMU states that health reports are issued only in Northern Cyprus. According to CIU, a student with a valid health report has it certified at the district hospital; otherwise the laboratory test fee is paid in the system.
  • Payment and review: after the health stage is approved, fees are paid online in the system only, and the file is reviewed by the Tax Office and then the Immigration Office. The amounts are not published on the pages reviewed.
  • Collection: according to CIU, once the system shows the permit is ready, the document is collected from the university's Registrar's Office.

NEU advises students not to travel until the process is 100% complete. According to EMU, a student who does not complete the process is treated as illegal (kaçak) under Northern Cyprus law and faces a fine and deportation.
