Iran's Ministry of Health List (behdasht.gov.ir): 17 Universities in Türkiye for 2026–2027 Entries

Iran's official Ministry of Health list of foreign universities (published 18 March 2025 on edd.behdasht.gov.ir and, per the April 2026 announcement, valid for 2026–2027 entries) includes 17 universities in Türkiye: Acıbadem, Atatürk, Ankara, Bahçeşehir, Başkent, Dokuz Eylül, Ege, Gazi, Hacettepe, Istanbul, Istanbul Aydın, İzmir Kâtip Çelebi, Koç, Marmara, Istanbul Medipol, Ondokuz Mayıs and Yeditepe. No Northern Cyprus university is on the list. The list in force when you start the main programme is what counts, and branches and affiliated colleges are not covered.

What this list is and where it comes from

Each year Iran's Ministry of Health publishes a list of foreign universities whose degrees in the medical sciences (medicine, dentistry, pharmacy and related fields) can be evaluated in Iran. The current list was published on 18 March 2025 (28 Esfand 1403) on the website of the ministry's Educational Services Centre, and according to a Mehr News report of 26 April 2026 the same list, unchanged, is valid for entries in the 2026–2027 academic year.

According to the list itself, universities were selected with reference to three international rankings: Times, QS and Shanghai; no numeric rank threshold is stated. The list has a single level and, unlike the Ministry of Science list, no "excellent, good, average" groups. This page only quotes the official list; Taktik is not an accrediting body, and you should check the current version on the ministry's site before enrolling.

The 17 universities in Türkiye on the list

Names follow the order of the official list (rows 649–665). Ten are state universities and seven are private.

Five private universities on the list (Acıbadem, Bahçeşehir, Istanbul Aydın, Medipol and Yeditepe) have programme pages with 2026–2027 tuition on Taktik, and applying to them through Taktik is free. The state universities on the list admit through TR-YÖS or SAT and their own quotas; the process is explained in our guide to state and private universities in Türkiye.

Northern Cyprus is not on the list

The list for 2026–2027 entries contains no university from Northern Cyprus (Near East, Eastern Mediterranean, Cyprus International or any other). According to Mehr News in April 2024, Near East University (NEU) was removed from the list for 2024–2025 entries and has not returned in later lists. Some consultancy websites still show Near East under "Cyprus"; that does not match the official PDF.

What this means in practice for Iranian students: if you plan to work in Iran after medicine, dentistry or pharmacy, studying in Northern Cyprus currently has no Ministry of Health evaluation route. If your plan is to continue in Türkiye, Europe or another country, this list is not relevant to you and Northern Cyprus remains an option with lower tuition; see the figures in our guide to dentistry and pharmacy tuition in Northern Cyprus.

Conditions stated in the list

These points are quoted from the first page of the official PDF and the text of the Mehr report:

  • The year you start the main programme is what counts. From the 2021–2022 academic year onward, the start of the main programme (visa date, departure date and attendance in main-programme classes) determines whether the university counts as accredited. The list is reviewed every year.
  • The whole programme at a listed university. For entries from 2023–2024 onward, the entire period of study has to be completed at an accredited university; degrees of graduates who spent part of the programme at a university outside the list are not evaluated. Transferring from an unlisted to a listed university does not resolve this.
  • Branches and affiliated colleges are not covered. Colleges affiliated with a listed university and its branches in other countries are not accredited.
  • Preparatory courses are not the main programme. College, foundation, Pre-Med and similar preparatory years do not count as the main programme and receive no services.
  • Turkish-language certificate. For self-funded applicants who want to use the ministry's services and facilities, the list names a TÖMER B2 certificate with a total score of 66–70 for Turkish-speaking countries. The university's own language test is required separately; at graduate level, the dominant language of the programme is the reference.

Who this list matters for

  • It covers only the medical sciences. Engineering, business, law and other fields fall under the Ministry of Science, which has a separate list.
  • If you intend to return and work in Iran's health system, the university's presence on the list for your year of entry is a condition for degree evaluation. Evaluation itself is a separate process (evaluation exams and the Educational Services Centre's requirements) not covered on this page.
  • If your plan is to stay in Türkiye or move to a third country, this list plays no role and other criteria such as the university's ranking and the language of instruction matter more; see Turkish university rankings in QS and THE 2027.

Tuition for medical programmes at listed universities

For the five private universities on the list that are on Taktik, each programme's 2026–2027 tuition is shown on the university page with its source and verification date. To compare all universities, see the medicine, dentistry and pharmacy pages. Tuition at the listed state universities (for example Istanbul and Hacettepe) and how they admit students are covered in our guide to the cost of studying in Türkiye.

Frequently asked questions

Will a university that is on the list now stay on it until I graduate? According to the list, the year you start the main programme is the reference, and the list is reviewed annually. Taktik cannot predict the lists of future years.

Is studying in English at these universities a problem? The list states no restriction on the language of instruction; the TÖMER B2 condition is mentioned for using the ministry's services in Turkish-speaking countries. For your own case, contact the ministry's Educational Services Centre.

Can Taktik confirm that my degree will be evaluated? No. Taktik is an application consultancy and can only quote the official list with its source link. The evaluation decision belongs to the Ministry of Health.
