State or Private University in Turkey? Tuition, Entrance Exams, Language and Deadlines Compared (2026)
A Turkish state university is cheaper (medicine at Istanbul University is 10,000 USD a year), but entry is through the TR-YÖS or SAT exam, quotas are small, competition is high, most programmes are in Turkish, and applications usually close in June–July. A private university admits on your diploma and grades, offers many English-medium programmes and accepts applications until September, but tuition is higher (medicine from 18,000 USD). Both are supervised by Turkey's Council of Higher Education (YÖK) and award the same degrees. If you have an exam score and know Turkish, go state; if you are short on time or want an English-medium programme, go private.

Tuition: how much cheaper is state, really?
Turkish state universities charge international students tuition, and each sets its own amount. Official 2025–2026 examples: Istanbul University medicine 10,000 USD, dentistry 6,500 and pharmacy 5,000 USD (official table); Hacettepe medicine 12,000, engineering 7,500 and law 4,000 USD (official table). At private universities medicine starts at 18,000 USD and most bachelor's programmes are 4,000–15,000 USD; details in the cost of studying in Turkey guide.
So in medicine, state is roughly half the cheapest private option. In ordinary bachelor's programmes the gap is smaller, and with a university scholarship a private programme can even be cheaper.
Entry: exam versus documents
State. International admission follows the Council of Higher Education's (YÖK) "Principles for Admission from Abroad", and each university has its own regulation. The main exam is TR-YÖS, run by ÖSYM since 2023, twice a year in six languages; scores are valid for two years. SAT, IB, Abitur and A-Levels are also accepted. Example minimums at Ankara University: TR-YÖS at least 200 of 500 for most programmes, 440 for medicine and 275 for law; SAT at least 1100 with 650 in maths (Ankara regulation). The international quota in medicine, dentistry, pharmacy, law and teaching is capped at 10% of places, and Ankara also caps each nationality at 10% of a programme.
Private. Admission is on the high-school diploma and grades, with no separate entrance exam. English-medium programmes require a language certificate or the university's own test; without one, a preparatory year. The admission decision is the university's.
Language of instruction
At state universities most programmes are in Turkish, and final registration requires a C1 Turkish certificate (TÖMER or Yunus Emre); Ankara allows up to two years and Erciyes one plus one year to obtain it. A few English programmes exist, for example English-medium medicine at Ankara, Hacettepe and Ondokuz Mayıs (at a higher fee). Private universities offer plenty of both: Taktik's site lists 876 English-medium and 1,334 Turkish-medium programmes with verified tuition.
Calendar: why timing changes the decision
State universities take applications in May–June and announce results in late July; Ankara University's official 2026 example: applications 22 May – 26 June, results 24 July, registration 3–14 August, additional round 26 August – 4 September (official notice). If you are only deciding in August, in practice only private universities are still open. A sensible route for many: apply to one state and one private university at the same time; a private application creates no obligation.
Degree recognition
Both types are supervised by YÖK and their degrees are equal under Turkish law. For working in your own country, what counts is your country's evaluation lists; for Iranians in medical fields, see the guide to the official list of foreign universities, which includes both state and private universities.
Which one is for you?
- State if: you have a good TR-YÖS or SAT score, you know Turkish or have time to learn it, and your budget is tight.
- Private if: it is past May and you have no time for an exam, you want an English-medium programme, or you want a programme such as dentistry whose state quota for internationals is tiny.
Taktik submits applications to private universities in Turkey and Northern Cyprus; applying is free and tuition is paid directly to the university. For state universities we give free guidance, but you submit the application yourself on the university's system.
